A Conceptual Framework for an Integrated Information System to Enhance Urban Mobility

Abstract
The multiplicity of stakeholders in urban contexts can greatly increase the complexity of transportation systems. Since all stakeholders depend, to varying degrees, on the same data to get the information for their mobility, this work considers that an integrated information system, focused on their different needs, will significantly improve the efficiency of transportation systems. A stakeholder-focused system makes the provided information more relevant, while an integrated system fosters the sharing of the data that generates this information. To build such a system, a conceptual framework focused on stakeholders and their decision processes was developed. This new framework takes advantage of existing ones, such as the Zachman framework, the Enterprise Architecture Design, and the Multilevel Service Design. The proposed multidisciplinary approach, putting together information systems (IS) and service design concepts, has considerable potential in ensuring that the right information reaches each stakeholder at the right time.

Sustainable development and morphological analysis: a multi-level strategic planning for the transport sector

Abstract
Societies face complex challenges, which require a harmonious transition to future patterns. A strategic response to reconfigure society should assure the provision of critical resources and the resilience of the socio-technical systems in the long-term. The implementation of a new dominant technology and paradigm in the transport context is a complex process: it is multidimensional, requires seamless integration of various features and entails trade-offs in the decision-making process. The authors use general morphological analysis (GMA) as a theoretical framework that supports decision making in the transition management of transport to a new powertrain technology. This example is just an illustration of a broader representation of all the possible solutions of a large-scale problem as it is the case of any multi-level process of governance, leading to the pursuit of new paradigms. The originality of the paper lies on using a GMA that addresses sustainable challenges in a transport system from a multi-level perspective. Copyright © 2021 Inderscience Enterprises Ltd.

Abstract
Software requirements are key elements that contribute to the quality of systems and stakeholders' satisfaction. In the domain of public transport, many information systems have been developed; however, the majority is focused on operational planning and public transport control, discarding the strategic-tactical levels of action. While at operational level management, the control is usually centered on public transport providers, at the strategic and tactical levels, a close interaction from distinct types of stakeholders is required. Moreover, management is distinct among cities. This work aims to define the conceptualization of a configurable decision support system (DSS) for the tactical-strategic management of public transport. Designing urban mobility policies in a socio-technical transition context

Abstract
The fast-changing behaviour of people in metropolitan areas is creating several challenges to local authorities in managing the urban space. These changes are strongly related to the evolution of technology and its adoption by companies and citizens. Current regulations need, therefore, to be rapidly updated to respond to the new urban dynamics. However, the gap between local authorities and citizens and the communication difficulties are increasing as urban centres grow, creating obstacles to innovation and hindering the deployment of new mobility solutions. The low levels of participation in public consultation actions decrease the quality of new policies, as well as their acceptance by the community. Not only do cities need to be reinvented, but local authorities also need to rethink how to interact with citizens, competing for attention in a digital world. Although digital tools are easily accessible, they are not available to everyone, and municipalities need to consider both digital and non-digital interactions to ensure that all citizens can participate. In this work, we analyse and compare a set of measures that municipalities have been adopting to increase citizens' engagement, and we develop a methodology to help local authorities increase public participation and improve citizens' commitment towards the city.

Rethinking Technology-Based Services to Promote Citizen Participation in Urban Mobility

Abstract
Cities are complex and dynamic systems in which a network of actors interact, creating value through different activities. Cities can, therefore, be viewed as service ecosystems. Municipalities take advantage of digitalization to implement a service-dominant logic in urban and mobility planning and management, developing strategies with which citizens, local authorities, and other actors can create value together. While citizens are offered a better service experience, local authorities use citizens' input to improve decision-making processes. This research considers that designing an integrated service supported by an integrated information system can respond to current challenges in decision-making and information access for transport and mobility. Through a multidisciplinary methodological approach, this work proposes some guidelines to design an integrated information system to improve citizens' participation in urban planning and mobility services.
