Abstract
This paper describes the results of a qualitative study to identify the key management initiatives in a successful university-industry (UI) collaborative funded program between the University of Minho (UMinho) and Bosch Car Multimedia Portugal (Bosch), named IC-HMI. The IC-HMI program embraced an overall investment of 54.7 M(sic) and involved around 500 people throughout the Program's duration (2015-2018). While the literature provides some advice on managing programs and projects, the specific context of UI R&D collaboration is being scarcely reported, demanding a strong research effort to produce effective guidelines. The IC-HMI is considered a successful program for several reasons, as evidenced by the decision of UMinho and Bosch partners to develop a subsequent R&D collaborative program from 2018 to 2021, doubling its investment. The success attained with the IC-HMI program could be somehow explained by key management initiatives adopted, such as the: creation of Program and Project Management Office, definition and communication of a Governance Model, creation of Project Charters, promotion of Alignment Stakeholders Workshops, Project Progress Meetings and creation of Project Transition Plans, among other key initiatives reported in this paper. Project Management Maturity Models for Construction Firms

Abstract
This paper aims to identify and analyze project management maturity models in order to identify those best suited to be adopted in construction firms. To do so, models from papers available in academic repositories were analyzed. To be successful, the construction business deeply depends on projects outcomes; thus, the implementation of project management maturity models is important for this sector. A maturity model is a valuable technique to assess project management capabilities within a single part of an organization or to assess an organization as a whole. Its main purpose is to provide a means to create a more organized and predictable way for organizations to achieve their goals, increasing their chances of success regarding the outputs, outcomes, and benefits. In this paper, documentary research was performed to identify available project management maturity models and togather information about their performance. The information gathered was used to find elements to be compared with the identified models. Reviewing the literature, 39 project management maturity models were identified. The authors selected two PMMMs that were well fitted to assess the project management capabilities in construction firms: OPM3 and MMGP Prado.

An Anthropocentric and Enhanced Predictive Approach to Smart City Management

Abstract
Cities are becoming increasingly complex to manage, as they increase in size and must provide higher living standards for their populations. New technology-based solutions must be developed towards attending this growth and ensuring that it is socially sustainable. This paper puts forward the notion that these solutions must share some properties: they should be anthropocentric, holistic, horizontal, multi-dimensional, multi-modal, and predictive. We propose an architecture in which streaming data sources that characterize the city context are used to feed a real-time graph of the city's assets and states, as well as to train predictive models that hint into near future states of the city. This allows human decision-makers and automated services to take decisions, both for the present and for the future. To achieve this, multiple data sources about a city were gradually connected to a message broker, that enables increasingly rich decision-support. Results show that it is possible to predict future states of a city, in aspects such as traffic, air pollution, and other ambient variables. The key innovative aspect of this work is that, as opposed to the majority of existing approaches which focus on a real-time view of the city, we also provide insights into the near-future state of the city, thus allowing city services to plan ahead and adapt accordingly. The main goal is to optimize decision-making by anticipating future states of the city and make decisions accordingly.

Data Envelopment Analysis (DEA) on European Green Capitals (EGC) Towards Fostering Circular Economy (CE): A Preliminary Study

Abstract
Nowadays we are facing the emergence of new challenges, especially focused on environmental behavior and climate change and also the effects and impacts of COVID-19 world pandemic - which can restrain the attainment of the desired sustainability. It is, then, mandatory to reply to all of these challenges through the design of specific paths to attain sustainable development in a collective approach, with the involvement and the commitment of the community and performed in an integrated way. Thus, it is proposed a trans-disciplinary research method based on the European Union title recognition - European Green Capital (EGC) -, directly related to the Circular Economy (CE), together with a Data Envelopment Analysis (DEA). This paper highlights sustainable measures and proposes common managerial strategies and policies, that can support the cities/regions' sustainable practices embedding as well as ensure its overall monitoring to measure if the actions implemented through time are adequate and efficient towards attaining CE and sustainable development. Those are based on the analysis of the best practices of the EGC, which can impact on CE, and using DEA. This approach can follow the city/region evolution and be adapted to the EGC evaluation parameters in order to understand the main characteristics that can contribute to improve governance approaches and help to foster CE into all the cities/regions' ecosystem. © 2021 IEEE.
