The role of chatbots in e-government the awareness of computer crime in Portugal

Abstract
The intensive use of electronic equipment and the growing offer of services over the Internet has increased the incidence of computer crime. Although there are public measures in Portugal aimed at promoting the digital skills of citizens in matters of security and privacy of electronic equipment, they need to address the more complex aspects of this type of crime. Due to this specificity, preventive measures of the phenomenon may benefit from the know-how and experience of entities with legal powers in the area, especially the National Center for Cybersecurity (CNCS), the Public Prosecutor's Office (MP), and the Judicial Police (PJ). In the public administration in Portugal, emerging technologies based on artificial intelligence (AI) are being adopted to enhance communication between the State and citizens. Awareness-raising extensive actions should make use of these technological tools. Thus, this article describes the research leading to the identification of an efficient electronic device (artifact) in an e-government context aimed at informing and raising awareness among citizens about the growing phenomenon of cybercrime.

Virtual Assistants in a Digital Governance Environment

Abstract
Technological developments have had a major impact on the intensive use of electronic equipment, networked or connected to the internet, factors that have boosted the emergence and growth of cybercrime. Measures to mitigate and combat the phenomenon, taking into account its complexity and specificity, must involve all public entities with responsibility in the sector, in a global effort to promote digital literacy in the areas of cybersecurity and computer crime prevention. These comprehensive actions should use digital technologies based on artificial intelligence (AI), such as virtual assistants, whose characteristics allow the massification of information transmission, while enhancing the digital inclusion of users. Government entities are engaged in adopting technologies based on chatbots, with their presence in several areas of public administration. Despite the evolution, these resources have not yet been made available by the entities responsible for mitigating computer crime. On the other hand, although there are government programs aimed at increasing the digital skills of citizens, namely regarding the protection of devices, digital content or personal data, they are not designed for the specificities of cybercrime. In this context, a system based on chatbots, implemented in a digital governance context, by law enforcement agencies, with resources shared with other government entities can contribute to the prevention of cybercrime. © 2022 IEEE.

Validation of e-Government Information Delivery Attributes: The Adoption of the Focus Group Method

Abstract
In democratic countries, government websites became an important channel for interaction with the public administration in the last few years. Nevertheless, several issues have an impact on the way users access to content and information. Lack of accessibility and usability or, in the broad sense, lack of concern with user needs, can still be found in many government websites. To address the problem, a previous literature review on e-government information delivery attributes was performed. Based on this review, a large set of attributes related to quality was obtained to evaluate these dimensions in the context of e-government. The purpose of this study is to better understand which of these attributes are the most valued, in the users' perspective, for evaluating content delivered by government websites. A qualitative approach was adopted, using Focus Group interviews as a strategy to obtain data and Thematic Analysis to analyze such data. The main results highlighted the attributes related to content delivery, interaction, and emotional aspects. User Experience, accessibility, and usability were prioritized by Focus Group participants.

Abstract
Smart governance is one of the characteristics of smart cities, having its roots in e-government, in the principles of good governance, and in the assumptions of citizens' participation and involvement in public decision-making. This chapter aims to answer the question: “What smart governance practices are being implemented in smart cities” through an extensive literature review in the areas of e-government, good governance, smart cities and smart governance, and content analysis of the websites of seven smart cities: Amsterdam, Barcelona, Copenhagen, Lisbon, Manchester, Singapore, and Stockholm. The objective was to identify the presence of factors related with e-participation; e-services; and public administration functioning on the cities' websites. The chapter ends with directions for future research and the conclusion that all the smart cities analyzed presented some factors related with smart governance, but with different levels of development and application.

Abstract
Decision making is an important role performed by managers. This chapter will analyze the importance of information systems (IS) on the decision-making process at rural organizations in Portugal's Algarve region. Managers' perceptions were analyzed and compared with the decision-making process model proposed in this chapter, which was based on the models of Simon (1977) and Mintzberg, Raisinghani, and Theorêt (1976). This chapter will discuss the capacity of rural tourism organizations to solve problems, as well as review the time needed to solve problems through the use of IS. This chapter will conclude that IS in the organizational decision-making process is positively related to the identification of the decision-making problem and time needed to solve the problems. This investigation will allow other sectors the opportunity to discuss decision process models based on technology, information capability, and organizational competitiveness.
